The main objective of this paper is to help the investors of the private-sectors to understand the procedures they must go through to take an decision for taking part in a PPP. The actors of the private sector can be different investors, financial lending institutions, as well as companies that offer the construction and the operational service. The actors of the public sector are the public authorities that design and implement the policies of a PPP, as well as those authorities that procure the funds for the financing of the PPP agreement, while not forgetting the general public who uses the assets that are offered by the PPP. Each of these parties should have a base good understanding for the policy and financial problems, and each of those parties should have clear the role that it should play in the PPP project, as well as the benefits that they will have from this project.
