The evolution of the concept of citizenship, which is shaped around the principles of equality and justice, at the conceptual level, in terms of both the rights and responsibilities of citizens, essentially corresponds to the evolution of societies. This evolution becomes more understandable when the concept of citizenship, which is discussed with social classes, is associated with the discussions of globalization, multiculturalism, nation-state and nationalism. The foundations of the concept of “citizenship” date back to Ancient Greece. It is used to express the individual-state relationship with the most general approach. The increasing expectations of freedom and identity awareness of individuals with globalization also bring up debates ranging from "cosmopolitan citizenship" to "digital citizenship". In this study, citizenship debates, which have gained a different form especially with globalization, technological developments and the use of new media, are discussed around "cosmopolitan citizenship". For this purpose, first of all, the historical background of the concept of citizenship is discussed as a process. Then, by referring to the concept of cosmopolitan citizenship, it has been tried to shed light on how the concept of citizenship has evolved in the context of the existing literature. Although world citizenship or cosmopolitan citizenship brings with it many discussions, it is aimed to contribute to the literature with the triangulation points of these discussions.
