The measurement is explained as whether a certain object has a certain feature or not, and if it does, the degree of ownership is observed and the observation results are expressed with symbols and numbers with certain characteristics. The feature that is the subject of measurement can be observed directly in some cases where the feature can be directly observed and counted and listed, and indirectly in cases where the feature cannot be observed directly but is measured with another object of known size, which is known to be related to the feature. As a result of each measurement process, a scale (measurement tool) is used to measure the feature to be measured and this feature. As the scales not only facilitate the measurement process, but also enable the determination of the quality of the results obtained, the changes in the global dimension cannot be reflected with the scales currently used and deficiencies arise in the existing scales. In this study, when a new measurement tool is needed and there is a change in the phenomenon to be measured, the methods to be discussed and the stages of development of a new scale are examined.
