Globalization has radically changed the structure, functioning, economic borders and public administration models of the nation state. The aim of the study is to analyze the transformations in public administration caused by globalization in nation states through the concepts of governance and market oriented reform arrangements and to analyze the changes that have occurred in the structure of public administration. Although Türkiye is an example of a nation state, it investigates how nation states transform their sovereignty structure and functioning and their impact on public administration, how the centralized structure of the nation state takes shape within the new world order, and the effects of the emerging governance approach on the nation state through Turkey. In this context, the basic hypotheses of the research are as follows: Globalization: It has weakened the centralized structure of nation states in the field of public administration. It has led to a transformation that encourages localization and governance. The pressure and control of nation states on public administration has decreased. International organizations and multinational corporations have become more effective in public administration processes. The global world is changing rapidly and in terms of the subject we are dealing with depending on this change, understanding the effects of globalization on public administration and examining the transformation of nation states reveal the importance of the study. It also aims to contribute to understanding how Turkey's public administration reforms overlap with global mechanisms or in which ways they differ. In the rapidly changing global world due to technology, this process, as a dynamic shaping nation states, is changing the functions of public administration and has been seen to highlight a new understanding of governance. In this context, concepts such as downsizing the state, public-private sector collaborations, governance and localization play a decisive role in this process. It has been found that public administration reforms carried out in Türkiye should be evaluated together with the transformation brought by globalization, and that there is a need to develop effective and efficient policies.
